I am building a custom collar for someone, and it is supposed to have "blooms" on it with a jewel in the middle. The jewel I can make, but I am having problems with the bloom part. They described it as looking like something a "Blooming Onion" appetizer from Outback Steak House. I know what it looks like, but am having problems being able to build it on to a collar. Any help would be appreciated, otherwise I may ask them if I can just go with some leave stems instead.

Sounds like what you want could be achieved with tubes.
Make a tube, cut B to .6, hole size Y .15, taper X & Y 1. Thin as wanted.
Basically it makes a curved spike...make a torus would be better for what you want, same settings.
Anywho, just arrange a bunch of those in a circle, and then a smaller, slightly farther out/higher ring of them and so on until you've got it filled to your needs.
