I am attempting to edit a texture on an object. I need to make the "Repeats Per Meter" as a number with a hundreths digit, but it's only allowing me to go to the tenths digit. For example, when I try to manually enter in "0.45", it rounds up to "0.5".
Is there a way to change this setting? I've not been able to find the documentation for it. Thanks in advance for your help.

I'm afraid you've hit one of the limitations which has crept into SL. I noticed this too and it's makes fine texture control damn near impossible.

Repeats per meter with default mapping is completely borked in the current update. To work around the problem, calculate the math by hand for the dimensions of your object to make the repeats per face emulate repeats per meter. It's a pain, but it will work.
RPM with planar mapping was never very precise to begin with. You're very limited in the numbers it will accept. Usually even numbers in the second decimal are safe. The best thing to do to compensate for the lack of control is to use intelligent texture design. Make sure that when you create your texture(s), you divvy up your canvas into proportions that will work for the size you'll be going for in SL. It's a little time consuming, and it's a waste of pixels for sure, but it works. (If you're using other people's textures, you won't be able to do that, obviously.)

Thanks for the replies. Yeah, it's somebody else's texture I'm working with. I was able to adjust the object so that it got close, but it's still not exactly what I want. I'm assuming this is a recent limitation that didn't exist in previous release of SL?
