If only for a short period of time, you could set the flag that lets anyone terraform the land.
However, much better to make a group and set up a terraforming role. You can set different capabilities and one of those is to allow terraforming. Make sure you need to invite, don't allow "anyone to join".

Best way I've found is essentially that... but.. in case you want to be totally secure, and/or keep the land in group (Good idea, you can have more on same tier as well as allow specific people certain rights).
Here's the breakdown:
(If buying land for a group, go to about land, there will be a 'buy for group' button. Makes part of this unneeded)
1. Go to about land>general/main tab, and set the group to the one you want to have the land. There should be a button that says 'Set...' on it, even if a group is already there. Make sure you have the right one set before continuing. (If you dont have a group, makig one is simple and easy)
2. Select the boxes marked 'Allow deed to group' and 'Contributer makes donation with deed' (Off the top of my head, they might not say exactly that, but something similar).
3. Click the 'Deed' button. It should ring up a confirmation, this will allow you to make absolutely sure it's the right group and all that.
That's the deeding done, now setting a landscaper/builder role:
4.As a group owner, go to your communication window, groups tab, and select the group that owns the land. Then click the 'info' button.
5.Go to the members & roles tab, and switch over to roles. Select 'create new role'.
6.Set the name to whatever you want, same as title. Basically set all permissions you want the landscaper or builder to have, but don't give them rights like sell group land. That can lead to you losing your land very fast. The ones that a landscaper/builder *has* to have are the following:
Always allow create objects
Allow landscaping with linden plants
Allow edit terrain
Allow deed objects to group (A good one though not necessary)
Always allow scripts (Usually a good one to have...)
Then save, and invite the landscaper/builder to the group, using that role (Not everyone, or the title will be different and permissions too).
Generally good ideas for security in your about land window, options tab:
Set create objects, object entry, and run scripts to group only. Never set anyone can edit terrain if you think you might have any visitors.
