I notice things can only be built up to 768 or so meters.... yet we can fly well above that.. whats the space above 768 meters? Is that whats called outer space?

Well, 768m is only about 2500 feet up... hardly what I'd call outer space.

Now, the other day my wife zapped me with something that sent me soaring to 192,000m... or about 120 miles up. THAT'S space. And there ain't really anything to see up there.

Don't think it has a name, but here are the height distances that I know about.

0-768 : Normal building
768 - 4096 : Prims can exist by themselves, but only physical scripts can move them.
4096 and above : Prims can only exist when attached to an avatar.

So it's possible to have a house between 768 and 4096, but you can't build it there. You have to build it below 768 and then move it up with a script.

Your home position cannot be set above 255m. This is a bummer. If you build your house in the air above this height, you can't set your home position to be in the house. This is also the maximum height for offered teleports I think.

Teleport limit lurks around 300m up, but a good solution to anything up to 768 is Cubey Terras Mark III teleporter - it will reach that far no problem and is free.
