The pixel dimensions can be of any size. However, when you upload them, SL squashes and stretches it to fit dimensions to the power of 2. Sizes like these are 128, 256, 512, 1024, etc. So, for example, if you uploaded something that is 100 x 100 pixels, it will get stretched to 128 x 128. However, it doesn't need to be square.
The reason for this is a bit technical, but it has something to do with the efficiency of loading them onto your graphics card with the least ammount of memory wastage as possible, and chucking them onto your screen as a 3d representation of the world.
Basically, you'd want to start with these sizes in your image editing program to work with.
So, back to the question. A typical sign board thats about 3m x 6m inworld would do decently with a texture that is 512 x 256 pixels. When it goes down to something small like 2m x 2m, something like 128 x 128 or 256 x 256 pixels is enough. Higher resolution doesn't always mean better appearance sometimes.
Excessively high resolution textures on small prims tend to look 'grainy' when you pan and zoom around it and is a bit unnatural. Plus it takes ages to load many of them, so if the intention of the sign is to attract attention, you've already lost your customer. They've already flown away before it got loaded.
And finally, you don't need to buy information like these. Anyone trying to sell you basic information like this should be hung up and shot repeatedly inch by inch from the toe and up to the waist, and the remains boiled into soup with lots of chilli and watermelons.
