I am sorry if I have misunderstood the principles but I am trying to rotate a plane about an axis which is not NS EW or UD. The plane (2x2) needs to be able to rotate about its central axis perpendicular to its surface which is tilted to some variable angle. How do you rotate the plane without resorting to scripting?

If you want it to move on its own, ypu'll need some sort of scripting probably.
If you only mean how to do that in the edit window, switch to Local in the ruler mode menu, just above the row of tabs in the edit box..
