I am making a swimming pool, how do you make the water phantom after its all linked. Being able to walk on water is not really what I was going for, lol....Could anyone answer this question for me, thank you very much

Don't link the water itself. You either have none phantom or all phantom on linksets.

The best method is to script the pool so that after it is rezzed or moved, it rezzed its own phantom water plane. The water would be a seperate phantom item or linkset, stored in the contents of the pool linkset's root prim. A script with a handler for on rez would have it rez the water. Moving it is just slightly more tricky. The easiest way is to have a "pool-moved" command that will de-rez the old water plane and rez a fresh one.
One new thought from recent threads here... A flexi-prim remains phantom even when linked to non-phantom prims. If you make the flexi really stiff and unaffected by gravity or wind, that might allow you to link a one-prim water plane and have it remain phantom.

Yeah, apparently some folks have had success with things like a phantom flexi curtain over a doorway linked to a non-phantom wall. Haven't tried it yet myself.
