Given two identical hud objects, with two identical cylinder prims, what could I have done that now makes one cylinder render as 16 segments while the other continues to render as 24?

Is one further away? HUD's render orthographically, so it can be tough to tell if one object is further from the camera than another. Detach the HUD, rez it on the ground, and my guess is you'll see that the apparent low-res cylinder is relatively far away, while the apparent high-res one is close by.
If that's not it, then I have no idea.

Thanks Chosen, it was indeed distance. The whole HUD had backed off into the distance for reasons I haven't fathomed. In the end I had to use a script to bring it back. Is there any way of editing the distance of a hud object manually that I might've invoked accidentally - and could've used to bring the thing back more easily?
