My partner owns 2 parcels of land next to each other in the same sim. The object counts are shown for each parcel when using the "About Land" function. If she exceeds the object count in one parcel, will the available object count in the other parcel automatically become available? Or, do the two parcels have to be combined in some way first?

They can be unjoined (non-combined). When you get 2+ lots in the same sim, it auto combines the prim limits.
