I have a few parcels in the same sim. Do I have to join them to make use of the combined prim allocation, or would I still be able to use the total allocation in one or all parcels as needed without joining them?
If joining is not necessary, what situation would actually require joining parcels?

You don't have to join them. As long as they're in the same sim, the prim allocation counts for all of them. For example, if you've got two 512 square meter parcels, they each grant you 117 prims. You could put all 234 of them in one parcel, or spread any combination you choose over both parcels. If you want the same radio station or the same movie to play on all your land, it's easier if it's all joined.
