I downloaded Prim_Builder_0.4.0 and tried to use it, but i found that it is only a creator as in Second Life. What i want is a tool that can export 3d max/Blender files to a '.prims' file(the file type that Prim_Builder_0.4.0 creates. it can be import to SL).

Is there such a tool? If not, is there any other solution?

No, and not really, in that order.

SL uses primative objects. What your talking about is mesh data - and SL doesn't use meshes for most things.

The closest you can get is to basicly built each individua tris out of a seperate prim, and Jeff Gomez came up with a tool that does that - but even a simple model can easily run to many hundreds of tris, and thus many hundreds of prims. Anything very curvy or organic can hit the thousands without any real effort.
