I want to make different looking Avatars that walk & move differently that people can put like a costume. Is it possible to do this? Or, do you have to make a bunch of objects that stick on the base avatar? For example, a dog headed humanoid, or a 4 legged humanoid?

Any avatar is basicly a costume on a Human body. However, one can massively distort that body, with the right body shape and animation overrides. Visit a furry sim, like Serenity Woods or Furnation, and look at the Furry Avatars. Look at the really good avatar makers, like Jakkals's Werehouse, who have figured out how to make avatars that make you look like a domestic dog, 4-legged movement and all!
In extreme cases, one can scrunch the body into a 0.5M sphere, and make the Avatars around that 'meatball' entirely out of prims. Of course, you then have to figure out how to joint it and animate it so it moves properly!
My main avatar is an anthro fox - a Human body with a foxes head, tail, and digitigrade hind legs. It works with most Human clothes, hair, and even eyes. Other anthro foxes and wolves that I use have a full-head "mask" made of prims, with facial features that are animated on the prim mask.
I have a "tiny" avatar that is a miniature anthro fox, barely more than 0.5 meters tall! That is one of the ones that scrunches you up and replaces everything. It can't dance or use hardly any normal animations. Furniture animations have to be custim made for that type of avatar.
I also have avatars that make me into a quad wolf, a quad collie, a quad fox... I've seen Centaurs and Gryphons, and full-sized dragons.
