Can someone please tell me how to do this, I have some in my inventory but I would like to make my own. Since I am completely new to this, I do not have a clue. Thanks in advance!

I take it you don't have a Fairy Godmother handy? What do you mean by "make a shoe fit"? Are you asking how to build a prim shoe? How to model a sculpty shoe? How to paint a shoe onto the avatar's foot via the clothing templates? How to shrink an avatar's foot so that a prim show or sculpty show will fit onto it? Something else? Please specify.

Make a clothing shoe and wear it. Put a transparent texture on it. Drag the shoe size slider all the way to zero. Now the av's foot should be small enough to fit into any reasonable prim shoe or sculpty shoe you can throw at it.
If the shoe is high heeled, you might need to put a heel on the clothing shoe to raise the foot high enough for it to look right. In that case, you'll want to use a small invisiprim to hide the parts of the av's heel that show through.
I believe most sellers of prim/sculpty shoes do include a clothing shoe in the package for this purpose. Most good ones, anyway.

most shoes are size zero to fit a shoe got to appereance > shape > legs > and set foot size to 0 and if you build shoes its hard to size for all so most build to size 0 and leave mod on shoe to scale it if they want to have big feet ~LW

Also, check to see whether the designer has supplied a shoe base with the shoes. If so, then don't forget to wear it. A shoe base is designed to hide those ugly parts of your foot that might otherwise show through a shoe. Without it, your foot may look like it doesn't fit the shoe.
