I am trying to create a crown similar to the type worn by Princess Peach Toadstool from the Super Mario franchise. However, I am having some trouble creating rounded crown spikes (in alignment with the crown's rim. Is this effect possible? If so, then how can it be accomplished? I tried using a pipe, using the path cut feature, and then tapering, but it doesn't seem to do what I want it to do. Additionally, I tried using a sloped cube, flattening it, and then twisting it, but I still don't achieve desired results. Any assistance on how this can be accomplished (or if it cannot be accomplished) will be appreciated.

I think you may have misinterpreted what I refer to as a spike. I have a strong feeling I know what a torus taper would do. The kind of spike I wish to create is more traditional with crowns. Think of a triangle with some thickness, and then bend the bottom two corners inward. That is a crown spike. The bending exists only to remain in alignment with the base of the crown. If we were not limited to using primatives, the trick would be to create a flat pattern of the crown with the spikes already cut, and then you would bend the entire part from end to end. Please see the image from the link to gain a better understanding of my goal.

However, the link you posted does not seem to work. I think your additional information has given me a better mental image...but unfortunately, I have no idea how to create what you wish. Cut a cylinder, hollow it, taper the top to 1.0 on both axes, and then shear the top to plus or minus 50 on one axis to square it up.
Put a few of them together, and you've got a crown: _____________________
