If I wanted to weld portions of the model together, is there any easy way to find where the broken seams are? Is there any way to flip a bunch of normals all at once or are they just done one at a time?

I downloaded the second life mannequinn here and imported it into 3ds max. This is a noob question, but how can I make it so that when I zoom in perspective mode, that I can see the mesh and not cut into with the camera it like this.

That's happening because the model is so small. Or rather, it's happening due to the near clipping plane which is set at a distance appropriate for a larger model. Anything closer to the camera than the near clipping plane isn't visible.
You can either scale up the model so that it is more within what 3DS Max expects, or reduce the near clipping plane. I forget the exact procedure for doing this in 3DS Max since it's been years since I used that tool. _____________________

Switch the perspective view to a user view instead and you won't have that problem. You'll be able to zoon in as close as you like without any clipping problems. To change the view type, right click on the viewport label (upper left corner of the viewport), go to the "views" submenu of the dropdown popup menu and select "user" from the list.
