Is there a way I can take a current RGB tga sculpt file and change that to a OBJ file so I make a texture for it in CS3?
I am using ROKURO -Sculpted Prim Maker to generate the TGA but need an OBJ file to open in CS3.

You can use Wings 3D. Import the scultpy texture, and then export as .obj file.
I guess anything that can import a sculpty could be used instead of Wings.

I ahve Wings3D but am unable to import a TGA or BMP file as many people talk about. Is there a import sclupty script that I am missing?

Tried that script for import, not working so far. Is there another program that will import scluptie textures and convert them to OBJ files?

The Wings 3D importer currently only understands 24-bit .bmp files. See that thread for more details.
