Is there any way to change the root (snap/insert point whatever you would call it) for a prim? I noticed on some mega prims the actual prim center is not the actual center.
Example: If you could assign a flat boards rotational center at a corner.. you could make spiral stairs ..etc.. (not talking about stairs)
any input?

No. However, if you link the flat board to a sphere centered on the end edge, with the sphere as the root prim, and then use the 'rotation' input boxes rather than the mouse method, you will be able to rotate it around the sphere, thereby being able to make the same spiral staircase with only slightly more work.

A cut prim retains its original center. So if you cut away half of a cube, the center is down the middle of the cut side. If you cut away 3/4 of the prim, the center looks like it is on the corner of the prim. Many of the stock megaprims that you can get today are larger shape sthat have been reduced in size with cuts, dimples, and other prim torture techniques.
Doors make use of this a lot. You cut away half of the door, and it will pivot on the actual center, which is now the "hinge edge" of the door.
Attaching another small prim as the root prim at a desired pivot point works, if you rotate the linkset by editing the numeric rotation values.
Grabbing and "hand-rotating" still rotates on center of mass.
An easy way to make spiral stairs with real steps:
Make a central column.
Make one stair tread that is twice as long as you want for the top step, and center it on the top of the column.
Duplicate the step and rotate it to the next position.
When you've made all the steps, streach the unwanted end back to the center point of the column.
