If I have a soft item, one that wiggles in the wind for instance, how do I make things on the end, stay on the end, while it wiggles.

For instance, if I make a long a long, thin cylinder and put a ball on the end, and make the cylinder soft, the cylinder will move around when it's on me while the ball stays in place.

The term you're looking for is "flexi prim". To make an item flexible, go to the Features tab in the editor, and check the box for Flexible Path. The parameters are pretty self explanatory (gravity, stiffness, etc.). Note, only cubes, cylinders, and prisms can be flexible.

You can't. The flexing is only a client-side graphical effect. In actuality, all objects are always physically rigid. They just appear to flex by altering the way the graphics are drawn on-screen.

I'm confused. First it sounded like you wanted the ball to move with the flexible end of the cylinder, but now it sounds like you want the ball not to move. Which is it?

If it's the latter, then all you need to do is link the ball to the bottom of the cylinder. The bottom part never moves, just the top.

If it's the former, meaning you want the ball to stay on the flexible end, and move with it, that can't be done. You can fake the effect somewhat by painting what looks like a ball on the end of a string onto a texture, and then applying the texture to a flattened flexible cube. Put a couple of those at right angles, and it can look fairly convincing.
