I've tried researching this, but can't get the right choice of keywords that doesn't bring up a gazillion posts to go through. When I try to edit my terrain to raise, flatten, smooth, etc, is there a way to get the highlighted yellow edit zone to go more precise? It seems to go too much one way or the other no matter where I put the cursor to start. Thanx again for any info or tips.

Do you know about the edit sections being 1/65536 of a sim in size. I think that 16 square meters. Anyway you can't select smaller than that.
And yes search absolutly s--ks.

Land exists in 4x4M surface patches. When you use the Select Land tool, you're selecting patch by patch, so no, you can't get "more precise" than that. What you want to do is use Select Land and Apply To Selection just to lay out a rough approximation of the final shape you want. Then use the brush tools, which have a precision of 0.5x0.5M to do the finer detailing.
Keep in mind though, land can never be what I'd call "precise" at all. The way it tesselates graphically is pretty clumsy. It will always look slightly different from every angle you look at it.
If you turn on Wire Frame view, you can see what's actually happening with it. Every time you move the camera, the land gets retesselated (redrawn mathematically). In any given spot, polygons will constantly be added or subtracted with every movement of the camera, as SL tries to find the ideal poly count for all the land that's in your current field of view. Patches of land that are closest to the camera will get the most polygons, and those further away will get less and less. The apparent shape changes can be pretty dramatic.
Bottom line, don't rely on land for any precision shaping. If you want precision, fake it by using some well placed prims, textured to look like land.

Thanks for clearing that up so well, CF. I just though to give him a rough answer, that there is a limit to workable rezolution but your answer is much more succinct.
