There are a few ways to make clear windows, but for now. . .

Select your window and look in the 'texture' tab in the building tools. There is an option to increase the transparency to make it clear. You may have to expand the building tools by hitting the advanced button. Or was it the 'more options' button. Its normally hidden until you do so.

For the brick texture, the controls for the texture scale is also in the texture tab. Its normally set to 1 for both U and V directions.

For example, if you key in 2 instead of 1, it will repeat the same texture twice on the same surface, thus making it smaller.

The edit controls in the build interface limit you to 95% transparency. You don't usually want more for windows; they look better if they're not QUITE perfectly clear. But if you even do need something that's completely transparent, you have to apply it as a texture. You can get a free full-transparent texture from a number of places in-world.

The controls do allow 100% transparency now, but what you probably really want is an almost transparent, grayish prim to look like glass. You can also use a texture with an alpha chanel if you want opaque frames around clear panes.
