What is a fair price for a building on a 7000 sqm land

well... you might hafta give us a bit more info. You can do quite a lot with 7000sqm. Or you could make a 2 prim tiki hut in the middle :p

Building that have verry nice textures, lighting, scripting, maby al the time that the building is finish 20~40 hour work

Is L$2500,00 a hour a fair price
