Hey all  I just wanted to ask some advice, I have seen some really nice land plots that are basicly just water at the moment, I can see surrounding owners have built theirs up and now have a nice looking sandy plot  it is easy to do that? is it better to buy land that is already there? I hope I make sense lol.... Thanks in advance for any help.

It depends on the sim base terraforming and the terraforming limits.
Most mainland can only be terraformed to +/- 4 M from where the terrain was last saved by the sim owner. So if the surface is already at 24 M or higher, odds are you can not terraform down to 20 M or less. 20 M is the usual water table level.
If the water surface ans nearby land are close to the same height it still might not be possible. I tried terraforming one parcel to 21M, and found there was a lump in one corner that would not go away. It has apparently been a peak at least 6 M tall in the last saved terrain. Another area in the same parcel remained a ditch, no matter what I did. It apparently was at least 15 M or lower there on the last saved terrain.
Private sims can have limits as wide as +/- 100 Meters. Much easier to terraform there.
