Is there any way of 'soundproofing a room or building so that chat or voice doesn't leak outside - even within the 20m range please?

No. You can split a smaller parcel out of your land and restrict some forms of spatialized sound only to what is generated inside the parcel, but there is no real "soundproofing". text chat will still womp right in through, as will shouts, whispers, and the rest. If you don't wish to be overheard, use IM's. If you don't wish to hear an individual chattering or having sex just outside your wall, mute them.
