You'll have to remove objects from the parcel. Each plot of land can only hold so many objects.

Each piece of land will accomodate a limited number of prims. Look at the About Land window (click on land name at top of screen), under the objects tab to see how many prims you land will allow and how many you have left. If you need more prims you must buy more land in the same sim, then all land you own can share those prims between them.
The parcel doesnt discriminate between prims used for landscaping, plants, on the land or in your house and furniture. Deleting plants might gain you a few more prims for use in the house.

Often you'll find that other people have left garbage on your land. For example, a vehicle might be made up of 80 prims (yeah, it's a silly example). If your land is a 512, you can put 117 prims on your land. If that vehicle is sitting on it (or above it, or under it) that would leave you only 37 prims to play with.
In the game, click World > About Land...
Now select the Objects tab. It will tell you if there are any objects you don't own on the land. You can send those back. Mostly.
Sometimes an object will be part of a larger object that slops over on to your land. If this happened, use the Report Abuse option.
You might also want to pester someone in-game to take a look at your land. It would take someone all of 5 minutes to look at your land and give you options for building using fewer prims, etc. The welcome area in Ahern is a good place to find people who aren't jerks.

You said earlier that there are less than 10 objects. Objects are NOT prims. Objects are MADE OF prims. For example, every time you create a new prim (whether it be a cube, pane of glass, or whatever) you are adding to your prim count. Unfortunately, SL's prim limits are a real pain in the cough but they can be tolerable. Make sure that you get someone to help you cut down on prims (I am an extremely good prim reducer for vehicles because I build equipment for police vehicles). Most likely you will not be able to increase your prim limit, but ask your landlord... it's worth a try.

To increase your prims, you buy more land in the same sim. It is better to follow the advice posted above.
