How does one access the About Land tools when the parcels are completely covered by megaprims for flooring. It does not show up in my 'pie'?

Double-click on the spot at the top of the screen where the sim name and coordinates always show. That will bring up the about land screen.
Or you can use the about land selection in the view menu.
