I've created a hair piece and attached it to the skull but when I try to move it, the Z-axis control is missing and I cannot move the object up to fit on the head.
Why does this happen and how do I get it back?
I've had the same problem with other clothing parts that are linked and attached to the figure and it's definitely annoying.

Is it only the blue arrow that is missing when trying to move it with the mouse?
If you stand right back or zoom right out with the piece still in Edit mode can you then see the blue axis line?
If yes to both the above then try using the Z-Axis manually in the edit window, that is normally more accurate
Reason I can think of if yes to the above, the root prim could be embedded deep in the hair piece and/or you have zoomed in to close. Then your only choice is to manually edit the numbers up or down or zoom out and try.

You can log into JIRA and vote for it to be fixed. http://jira.secondlife.com/browse/VWR-1774While you're at it, if you can find a specific way to make this problem come up, then putting your explained 'reproduction' of the issue in the comments there will help it to get fixed.
