I want to make a (stereotypical) punk rock leather jacket with a 'million' spikes and a GBH* patch (some of you know what I mean) is there a script that would work like the spikey hair thing and just randomly put shiney spikes throughout the jacket (rather than placing them one at a time).

Well, you could certainly script a little prim cone to replicate itself in a pattern, but it's hardly worth the effort. I'd highly recommend just texturing the spikes on the jacket. On a real leather jacket, the studs don't stick out nearly far enough to justify using prims, so unless you're going for a Mad Max meets Spawn suit of nails look, just texture it.
