being too noob yet to be sure what is an intelligent question re building ...

and further being too impoverished in both lives to consider buying land, even here,

i'm wondering if it might be possible, acceptable, desireable, (or even possible) to build a houseboat instead?

Your house boat cannot sit still in Linden water. It will be returned to you soon. You can have it continue to move a little at all times and perhaps you could stay there for a long time. Or get yourself a SL Job, find a Island Owner who will rent you a spot for your houseboat in their waterways and settle in. The rent will depend on the amount of prims you use on their property.
