I want to attach an object. But it always isn't at the right position. How to make sure that anyone who gets it can attach it at the right position? Must I use scripts?

Attachments remember the last position they were attached to. Provided the next person to use your attachment chose to "wear" rather than "attach to" then it should connect to the right places.
The other thing to do is to make sure you allow the next owner Modify permissions. This is set in the edit window, or right click the item in your inventory, and veiw properties.

I don't think you need modify permission to move the attachment around. I would turn on modify if you think that the customer would need to resize the attachment or change it to fit themselves correctly.

What decides the position of the object when next owner wears or attaches it? The position of root prim, the script, or... ?

The position and orientation of the root prim affects the initial orientation and position of the attachment of someone does "Attach to...". For that reason, mode prim hais has a small cube with a 0,0,0 rotation as the root prim, centered in the head when worn. Makes the hair almost perfectly aligned when "skull" is selected to attach to, and fairly easy to orient if some other point is used.
