I'm wondering if it is possible to create a radar that identifies/shows tag titles instead of avatar names. Seems easy in theory, but I haven't seen anything like this in the library or in the marketplace.

Not with LSL, no.. You'd need a bot or a modified viewer.

I don't believe there is a mechanism in LSL to get the name of an avatar's current active group, let alone the role name.

yeah, the only thing you can do is test if they have the same group active that is applied to the prim that's checking
