Instead of displaying hover text above a prim. It display a hover texture. It behave just like a hover text. The texture will face your camera no matter where you turn.
I don't think llSetText can do this. And can't find any function that does this. Any idea how this is done?

That'll be a particle with a long life. Look for "llParticleSystem"

could also be a lot of short life particles as well. it's kind of hard to tell sometimes.
