Can't pay game in middle of play??

i am writing some games that take and give money out to people. Most ofthe time i have to write functions that deal with people trying to pay in in the middle of the game, but this time I want them to be able to, the problem is when I try to click on the game and pay it in play (to increase the current bet etc.) it won't have a pay option available. other games I have created have always had this option. Is there any function or setting I might have accidentally turned on that would make the Pay option unavailable?? Thanks

If you switch into a state without a money event declared, the "Pay..." option dissappears from the pie menu.
