Is it possible to make a script that has the textures on a prim scroll across it?
I have been searching for quite some time, and I can't seem to find anything that says how.
Any help would be greatly appreciated.

Assuming you're talking about scrolling the current texture, check out llSetTextureAnim.

...with the SMOOTH flag. There's currently no way to scroll one texture into another (wipe/fade/dissolve type effects) except by using some kind of multi-face/prim solution, composite intermediate textures, or something like that.

Yes. Look in your Inventory Library. There is a script called anim SMOOTH. Drop it in a prim and your texture will flowwwww.
