I have written a script that on touch requests permission for attachment and animation. However, if anyone other than me touches the prim and ckicks on yes, I get a "Script trying to attach to someone other than owner!" error. According to what I have read in the Wiki, that should not be an error. Am I incorrect?

Unfortunately, this appears to be as designed. If you look here: http://secondlife.com/badgeo/wakka.php?wakka=llAttachToAvatarIt shows that this is the error message that will be given when attempting to attach to someone other than the owner.

I know you are not responsible, but this makes no sense. A command that allows me to decide if I want to attach something I made to myself. Worse than useless, it is unnecessary.

There are numerous ways to use this - a friend of mine is currently building something very nice making use of this command.
On the other hand - if foreign things could attach to me - well - we hve the security issue here again. Let us assume you are a mean spirited guy, create an ultra small, 100% invisible prim that attaches to someone else and forces him or her to move to a certain location .... since the item is not in the posession of the victim it is not easy to take it off - when it ha sno name it's also difficult to detect via the pie menu since it is invisible and small you cannot right click it ....
Ingame Help Channel time ....
I'd like to be able to attach my things to other people too, but I see the abuse potential and think it is probably better it is the way it is.

It's quite convenient sometimes; for instance, you can have object A, which is HUD controlled, and which rezzes the HUD on attach - the HUD then asks for permission to attach and does so, all from menus. It doesn't have to give you the HUD and then you have to attach it through your inventory, which is annoying.

I know it's useful as is, but I do agree with Mod that perhaps there is a place for non-owners to have things attach to them. As long as it pulls up the dialog "do you want to allow this object to attach" then there's no security issue.

I think attaching to non-owners is generally problematic, since as standard something has to be in your inventory to be attached. It may not just be a security issue. On the other hand, having an "attach on give" option would be useful, to not interrupt play when you needed someone to have an attachment immediately.

You can do that (even without the permission dialogue - after a first time) if the item belongs to you. There is no need for things to be actually in the inventory to make them belong to you. If you have a container that belongs to you all of its content also belongs to you. The thing my friend makes does exactly that - one thing to wear which spawns a lot of things that will be attached. If you are smart you can even cut down on the permission asking dialogue so that each item asks only *once* if it can be attached and auto-attaches the next time without a permission dialougue - whihc is even more convenient.
