Link the wings to a central prim that will form the root of the attachment and use llSetRot or llSetPos on timer to make the wings flutter.

There is also an in world animation program called Puppeteer. The free version does everything but allow you to sell the product. I haven't used it but I've heard good reviews.

Puppeteer does do the same job but in my experience it creates significant server load. In a slow or struggling sim you may find a Puppeteer created script lags more than a streamlined one you have created yourself.

if you want a more complex flutter pattern without using puppeteer you can use a 'brain' in the root that has a timer and sends a link message, like, back, forward, up (you can do these randomly fairly easily) every x seconds and a slave script in each part you want to move that uses llSetLocalRot and llSetPos (in a chield prim this moves it relative to the root prim)
Tip. make a script that says out the parts local rot and offset when you touch it that way you can just cut and paste the start position/rot and the end shouldn't need to worry about steps with felxi parts since they will probably sway to the new position rather than jirk.
