Other than making a separate invisible prim and moving it where you want, can you set where center of a particle effect starts from?

it depends on the effect you want. if you haven't already done so, you should check out the particle lab in world

to answer your question, no, all particle emissions emanate from the center of the prim. That's actually one of the first things you'll learn at the particle lab. I too highly recommend it.

yeah I've been there and remember that. I was just hoping that there was a work-around that would fix that. I did try using the start/end angle settings with the burst radius and some effects will look ok using that, but a flame....not even close.

Oh well, just one more prim to add.

If that's an issue, you can -- as I recall -- move the apparent emission point for particles by cutting and shaping the prim, as you might do when using path cut to change the point on which it rotates. That could work, depending on the build. If you use the Cool Viewer (http://sldev.free.fr/) that has a handy extra setting when you're editing prims, "slice", which lets you shave off the top and/or bottom of the prim's z axis -- I find that really useful at times.
