What is the unique identifier of an avatar (or more specifically the agent it is representing) within SL?
I believe you can get the UUID of an agent using llDetectedKey in a touch event, but have also read that these keys (UUIDs) are generated whenever an oject is rez'd, i.e. if you teleport to a new sim the keys for attachments change.
So I suppose what I am asking is, is the key (UUID) for an Avatar persistent across sessions and always the same?
And if it isn't what is the unique identifier for an Agent (Avatar)?

Yup - avatar keys are persistant across the entire life of the account (probably even across the entire life of SL)

Depending on what you're planning to do there's one proviso you should be aware of. If you have IM's sent to email the return address is a session ID, not your key. You can't use your own key + @lsl.secondlife.com to email yourself from out of world.
Your avies key remains constant, it is just that session ID that's changeable.
