There is a sword fighting arena on my parcel and I need a way for others to toggle my Parcel's "fly" parameter on and off. I can create a prim with a two state touch script but I cannot find a command for setting the "fly" parameter. I can find a command for reading the flag to tell which state the "Fly" is set.
So is there a command for setting this "Fly" state/flag?

There's not, but no fly is only an advisory flag anyway since the official viewer lets you bypass it.
It this some kind of anti-cheating thing? You could poll with llGetAgentInfo to detect flyers and disqualify them, or something like that.

I suspected there was no current way to turn on/off your parcel's Fly allow by means of a script.
The reason to control this has to do with the controlling of an avatar during battle. If you jump a couple of times in close sequence, it activates the fly function. So we turn it off. But frequently I can't stay on-line to turn flying back on after the sword fighting tournament is over. So I had hoped to control it through a script. (Like a two hour timer.) But I see that feature is not yet available.
Thanks anyway.

Oh, there is a way to turn off that feature in the viewer. It's a check box under the Input and Camera preferences tab. That will work under normal situations, don't know if the scripts you use might add wrinkles.
