prim outside its rezzing land

what happend to a prim who go outside of the lot where it hqs been rezzed and go in another sim for example;

is it still located in the sim for the primcount?

will it be returned later?

how are handled vehicles let somewhere? is it different from normal prim ?

You shouldnt allow rezzing scripts to put crap on other people's land. It's annoying and it counts toward their prim allotment.
Use the llOverMyLand function to check if the object is still on your land.
Also, whenever you auto-rez anything, make sure it has a die script in it so it can be easily killed if it goes out of control.

No it is now in the new lot.

It depends on the settings of the land it is now in. If the owner of the land has it set so objects are returned, then yes, otherwise, no.

No, vehicles are pretty much the same as other objects in this respect.

Vehicles are handled separately if and only if you are riding them.
