How can I detect when the volumes of nonphysical objects interpenetrate? It looks like llVolumeDetect only works for a physical object.

you can do this if you have the objects constantly transmitting each other's positions and using llGetBoundingBox to calculate when they collide. unfortunately, there will be problems with odd shaped link sets using this.

Other than that there is no way to detect non-physical "collisions"

The function is working perfectly fine. It's just not working the way you wanted it to work.

The short answer is that collion events don't fire for non-physical objects. The long answer is what Senuka Harbinger said--the only way to do it is by constantly broadcasting positions and object keys to get the bounding box.
