It there anyway to mute offending objects that create sounds that bleed into my parcel. Lately there is a bunch of people purchasing sounds of dogs howling, coyote's howling etc. Some come from neighboring regions. I know I can mute the objects for me personally or does that affect my whole parcel....
If not.....
anyone ever create a parcel wide mute script?

Banning an avatar from a parcel automatically mutes their chat from entering the parcel.
I'm not sure if this also holds true for objects owned by the banned avatar, but its worth a test. If its possible to do what you suggest, this is likely the only way.
There are no LSL functions that manage the mute list, or extend mute capabilities.

Select "Restrict spatialized sound to this parcel" in the Media tab of the About Land dialog. It works both ways.

I have also found that slicing a 4m wide border around the primiter of the property helps even more.

Restricting spatialized sound doesn't work both ways for me. The problem is sound coming from objects whether they are sitting on someone elses property or under the ocean.
