Who does this function work for? Does the object need to be deeded to the land owner group? Does it only work in the case of the land owner owning the object and not an officer of the land owner group owning the object? None of the wikis offer much in the way of an explanation.

If the land is group owned then yes, the object needs to be deeded in order to use the parcel functions.
