Is there currently any way to remove the particles created when a prim's script executes one of the various communication functions such as OwnerSay or Say?

llOwnerSay only generates particles for the owner.

I am still curious if there is a way to remove them though, like an override

nope
there "might" be some magical setting in the ini files, but it would only effect you, not others
