Why doesn't llSetCameraAtOffset work?

Script right from the example at

Is this a bug?
Am I missing some Permission?
The only thing I changed was adding 90 degrees to the sitRot angle to correct for the object being offset.

You don't need to take any perms for this. Two things may be going on...
1)"the offset must not be the same as the one specified in llSetCameraEyeOffset"
2) if you have alt-clicked somewhere and taken your camera control in the *client* then the camera may not release and move to that offset until you hit another key (this is normal behavior).
