I was wondering if its possible to use llBreakAllLink without having to accept the permission dialog?

No. This particular set of permissions exists to stop malicious coders hacking things people have bought apart, or sticking them together without a warning. It's a fiddle when it's a legitimate use, but it's one of those better safe than sorry things.
