rotating an attached prim

I've read countless posts, wiki's and blogs about how hard this is, but no one actually presents a workaround.
I'm trying to rotate a prim that is attached to my shoulder.

Don't know what exactly you want to do, but you might consider a fixed prim with an animated texture. An animated texture with transparent parts works very well for many purposes:)

The thing is that prims rotate differently when attached to an avatar, for example for moving a robot arm.

Check out Puppeteer, this will give a command to a prim to rotate 'in a fashion' when worn, rezzed, touched or chat command. A free demo version is available on Xstreet for you to test this first.

thanks, but I already have puppeteer, I want to make the scripts myself, at least that's what I'm trying to do...

haven't tried this in awhile, but the workaround I remember just used repeated call to setRot

Haven't tried in a while either. I think lltargetomega or setRot will work. Try making it the Last(opposite of root) in the link set. I could be totally wrong, but its worth a try.
