Hi everyone.
I haven't been able to find an answer to this. Is it possible to have an attachment that one avatar can wear, and another avatar can then sit on? If so, how?

No, not possible. The usual workaround is to make the object a vehicle that both avatars then sit on.

for complicated designs, the item can still be made as an attachment, with the vehicle part just being some hidden seats or some such... also makes it nice in that seating is optional
