Object to email change of permissions

Hi, I am curious if someone has a simple snippet that checks for a change in permissions on script or object containing the script transfer and then sends an email (or IM) if the permissions match the criteria.

to be more specific,

I want to make my script email a warning email notification to a fixed address with a fixed message if the script changes owner with the transfer perms enabled.


the more simple the better


any help with this would be greatly appreciated.
