llGetParcelPrimOwners...still not working when owner is not in same sim?

Is llGetParcelPrimOwners still bugged where it returns a zero length list when the owner of the land is not in the same sim or offline?

This function worked for about one minute after the owner leaves...after that it always returned a zero length list. Is this still the case?

It seems that there are some items on SLExchange and other places that likely use this function, so I was wondering if LL fixed the problem.
