Was tossing around some game ideas and one involves having a script mark someone's map with a zone and coordinates so that you have your destination beacon. is it possible to do this in a script? also, is it possible to detect when the person has reached the beacon and the beacon is no longer up?

You can give them a landmark, and they can bring that landmark up on their map.

One word . . . HUD. Not really possible with the in game mini-map or the full map if I am understanding the goal. But making another map for them to attach woud be doable.

While I can see how this would be useful... think of the potential for abuse! Now, people toss you notecards, landmarks, invites to their club and so on... Imagine if people started spamming with marked-map popups?
Please, please, please NEVER allow this.

I've been thinking about using HUD attachments as a workaround as well, but don't know if it's possible to have a HUD attachment point at a particular set of coordinates across sims (my plans include distances of around 1000m away)
